Ms. Finch was formerly the Impact Fee Manager for Hillsborough County and a former board member of the Tampa Code Enforcement Board. She has also held other positions within the County such as Senior Planner, Community Planner, and Planning Technician. Ms. Finch specializes in impact fee analysis. She has provided land use planning support in eminent domain cases.
