Mr. Barclay concentrates his healthcare regulatory, Medicaid and HIPAA practices in representing healthcare providers and statewide healthcare associations. He is General Counsel to the Florida Patient Safety Corporation.
Past-Chair of the Health Law Section of the Florida Bar and formerly president of the Florida Academy of Healthcare Attorneys, Mr. Barclay was an adjunct instructor of Health Law at Florida A&M University and is a member of the graduate healthcare law faculty of the University of St. Francis in Joliet, Illinois. Mr. Barclay is a frequent lecturer on a variety of health law topics.
Mr. Barclay previously served as General Counsel for the Florida Hospital Cost Containment Board and as Chief Certificate of Need Counsel of the Florida Department of Health and Rehabilitative Services. Mr. Barclay is a member of The Florida Bar and the American Health Lawyers Association. He was editor in chief of the Health Law Section's '2003 Florida Practitioner's Health Law Handbook,' he is past chair of the Health Law Section's HIPAA committee and serves as the webmaster for the Health Law Section's web page.
Mr. Barclay served as co-chair of a work group for SHARP, a public-private partnership with CMS dedicated to educating providers about HIPAA privacy and confidentiality requirements. He teaches an adult Sunday school class and is an ordained deacon at Thomasville Road Baptist Church. He holds an instrument pilot rating and was a volunteer pilot for Angel Flight Southeast.
